Good morning! Wednesday night in Dallas, at the first-ever midterm convention thrown by any American political party, Donald Trump stood before a crowd he insisted was packed, in an arena that, by every independent account, including photos and video from reporters who were physically there, was not. The upper tiers of the American Airlines Center sat conspicuously empty through much of the evening, even as the floor filled in. Trump seemed to anticipate this before it happened: he told the crowd not to leave their seats, joking that if anyone got up to use the bathroom, the “fake news” would photograph the empty chair and claim the arena was never full. Then that is roughly what happened anyway, independently, across outlets from AP to the Washington Examiner to a Korean broadcast that was watching too.
It was, in miniature, the whole evening. About ten minutes into a speech that would eventually run an hour and forty-five minutes, Trump explained what the event was actually about.
“So, I’m asking you to pretend that I’m on the ballot,” he told the crowd. “I’m on the ballot. I’m on the ballot … just one more time.”
There are, technically, hundreds of congressional candidates on the ballot this November, but details. Trump intends to campaign in roughly 35 competitive races, holding the same enormous rallies he held when his own name was on the ticket. Near the end of the night, he returned to the point and made it even more explicit. Getting voters to pretend he is running, he said, might be “more important even than the Trump dividend.”
“Because in actuality I really am running,” Trump continued. “We don’t really know it but we are. I mean we’re running together.”
Trump calls it running together. “Running scared” may be closer to his own description of the stakes. He has already warned Republicans that if they lose the House, Democrats will “find a reason to impeach me,” while House Democrats have openly been preparing investigations into his family’s business dealings, pardons, alleged conflicts of interest, use of public money and other actions of his administration. Whatever else this midterm convention was about, Trump has made clear that congressional control is personal for him.
About fifty eight minutes in, after renaming the Strait of Hormuz for himself, relitigating the worst trade in the history of the Dallas Mavericks, and explaining his general policy on shaking hands, Trump arrived at the actual news.
If Republicans hold the House and Senate in November, he said, every adult American citizen will receive a $5,000 “dividend,” his word, borrowed deliberately from the language of corporate shareholder payouts. He compared it to the bonus his administration gave service members last year, a number he’d set at $1,776 specifically so it would land on that figure. The money, he said, would have to be spent inside the United States. He did not say where it would come from, how it would be authorized, or how anyone would verify that either condition, Republican control of Congress, or domestic spending, was actually met.
This is also the same administration whose Treasury secretary, Scott Bessent, took the convention stage earlier in the evening to warn Americans about “big government giveaways.”
You really could not improve the sequencing.
Bessent delivered a polished eleven-minute argument about investment, manufacturing, tax cuts, and fiscal responsibility. He accused Democrats of offering giveaways that would eventually produce shortages, poor health care, and squalid housing. Then the president came out and offered every adult citizen five grand.
Bessent also told the crowd that Trump had replaced the “debt and dependency” of previous administrations with “assets and expanding ownership.” That was an especially interesting message for the Treasury secretary to deliver on a day when his own department was struggling to contain rising government borrowing costs. The 10-year Treasury yield climbed to nearly 4.86 percent Wednesday, its highest level in almost three years, after Bessent’s expanded $6 billion bond-buyback program disappointed investors and failed to calm the market, the 10-year yield climbed to nearly 4.86 percent. The 30-year yield broke above 5.3 percent the same day. As of this writing, with oil back above $100 a barrel, the broader bond selloff shows no sign of easing.
The arithmetic is not complicated, which is part of what makes it useful as a story. The U.S. has roughly 245 million adult citizens. At $5,000 each, the pledge runs to about $1.226 trillion; a figure AP flagged within the hour as larger than the initial COVID-era stimulus checks, and one a British broadcast later confirmed independently, noting almost in passing that the payout would be larger than the federal government’s entire annual interest bill on the national debt, which is itself now larger than the defense budget.
Nobody serious is calling this a fully baked policy. The Financial Times reported the pledge would need congressional approval and would face “fierce opposition” over inflation, fiscal discipline, and the plain suggestion that money was being dangled for votes. The New York Times noted that federal law bars spending to directly influence how someone votes, though Trump framed the payment as something else, a reward for a collective outcome, not a transaction for an individual ballot, which is a real and probably load-bearing legal distinction. By Thursday morning, Vice President Vance was already narrowing the promise in public, suggesting wealthy Americans might not qualify and floating tariff revenue, which has brought in about $154.5 billion so far this fiscal year, roughly an eighth of what the dividend would cost, as a funding source that does not remotely cover the bill.
Whether this is legally a bribe is, honestly, the least interesting question here. We could describe it more precisely as the third act in a trilogy.
Early in his second term, Trump embraced the idea of a “DOGE dividend,” up to $5,000 per household, funded by savings identified by the Department of Government Efficiency, once Elon Musk was running it. DOGE eventually claimed $215 billion in savings. When GAO examined the roughly $110 billion portion attributed to contracts, grants and leases, it found incorrect figures, unsupported estimates and methodologies it often could not verify. The department is now defunct, and no dividend was ever paid.
In November, Trump floated a second idea: a tariff-funded dividend of at least $2,000 a person. That proposal later lost a major part of its presumed funding base when the Supreme Court struck down the sweeping tariffs imposed under the International Emergency Economic Powers Act, ruling that the statute did not authorize them. Other tariffs survived under different laws, but the decision substantially undercut the revenue stream Trump had been touting.
A separate Trump-endorsed proposal would have deposited $1,000 to $1,500 a year into health savings accounts for qualifying Affordable Care Act enrollees, using money that otherwise would have gone toward enhanced ACA subsidies. That measure actually reached the Senate, where it received 51 votes but needed 60 to advance. It failed.
None of the three promised or proposed payments, the DOGE dividend, the tariff dividend, or the HSA deposits, has produced a check.
Which brings us to dividend number four, the Trump Dividend proper, announced from a convention stage on the same night Trump also told the crowd that oil prices, up again, with Brent crude back above $100 a barrel after fresh exchanges of fire in the Strait of Hormuz, would start “tumbling downward” right after the election, and that the war with Iran, seven months old and counting, would end “immediately” once voting is over. November 3rd has, in this telling, become a sort of administrative hinge date: win Congress that day, and the money arrives; survive to that day, and Iran apparently concedes; clear that day, and the gas pump follows.
His own vice president does not share the certainty. Six days before the convention, asked directly by CNN whether the Iran conflict would be over by the midterms, Vance said he wouldn’t even call it a war anymore, then added: “I don’t know the answer to that question. You would have to ask the Iranians.” That’s the absence of spin, a flat admission, from the man one heartbeat from the presidency, that the date his boss keeps promising is not one anyone in the administration can actually deliver.
Perhaps the check will arrive with the DOGE dividend and the tariff refund, right after the Iran war ends, which Trump has now penciled in for sometime after the midterms.
Set the legality and the funding mechanism aside for a moment, because the number itself is worth sitting with. The average U.S. mortgage payment is around $2,329 a month; median rent nationally runs $1,487 to $1,737. Five thousand dollars covers roughly two mortgage payments, or three months of rent, and nothing else, a rounding error against a $30 trillion economy, and a fraction of what a year of rate-driven housing inflation has already cost the average borrower.
For a household already close to the edge, behind on a car payment, staring down a repossession notice, one bad month from losing the lease, $5,000 is not nothing. It might be the whole difference. That the offer can be simultaneously contemptuous small change and a genuine lifeline, depending entirely on who is receiving it, says all we need to know about how many people the arithmetic is actually aimed at. A man who has spent his career moving numbers with far more zeroes attached is not, this time, misjudging the value of $5,000. He is betting on exactly how far it will still go for enough people to matter.
Which is its own kind of insult, separate from the dollar figure. It’s one thing to be offered too little. It’s another to be offered anything at all, to have your vote treated, even briefly, even rhetorically, as a thing with a price tag someone might reasonably attach to it. Personally, I’m offended by the valuation. Five thousand dollars for my democracy? Stormy Daniels got $130,000. At least respect the market rate.
Adapting a phrase my mother used to say, "Everything [he says] is either illegal, immoral, or fattening."
And where exactly does this $1+ trillion “dividend” come from? More borrowing? More tariffs? Or do we start shaking down NIH, pediatric cancer research, nursing-home care, Medicaid and every other public program?
Calling it a “dividend” doesn’t create free money. Somebody pays for it—through taxes, tariffs, spending cuts, more debt, or some combination of them. It sounds less like a dividend than giving voters a $5,000 coupon toward the bill.
