I believe in Head Start. That said, it doesn't use scientifically based curriculum. If it did, kids would be catching up to their peers so when they start kindergarten they are ready to learn. They often do not out of Head Start. And this seems especially true in Oregon. To see how this is possible with low SES students (and disabled for that matter), just watch the youtube video with Sigfied (Ziggy) Engelmann teaching very poor inner city 3-5 year old do basic algebra. What he did in the 1960s became the DISTAR math curriculum which mostly folded into Connecting Math Concepts. Made in Eugene, Oregon. Of all things.
